Started when i added a quart of oil hesitating blowing white smoke, thought prehaps to much oil. I did an oil change car stopped blow white smoke from tail pipe but still running rough hesitating as if its not getting full power or prehaps intake, not sure what.

Oil temperatur? and oil level should not be mistaken, the three quarts or any extra oil or fluid should be removed. There may be a flow restriction, oil or fluid filter, bottom pan is bent, fluid is burnt and darkened, temperature sensor problem. Oil/fluid cooler problem.
Sounds like you have water in the oil which means you could have a blown head gasket. Can you tell what got in the oil. Is it antifreeze or gas. If gas you probably have a injector sticking open.
The cylinder head is located on the center of the engine. Yes it can be a worn out head gasket or piston rings. If the piston rings are worn out the oil is burnt that's why it emits white smoke. You will need to replace the head gasket and piston rings.

White smoke always means that oil is getting into the cylinder. This will make the car sputter. You have to find out why the oil is getting in there. It needs to go to a mechanic because it could be any number of reasons why the oil is getting in.
This problem is caused by a leaking cylinder head gasket which allows coolant into the engine cylinders where it is being vaporized, then the vaporized coolant comes out as white smoke.
I have owned several including a 2000 that i drive everyday.They have all used more oil than i thought was normal ( about 3 quarts between changes).A new pcv valve will help, i dont belive there is a fix other than rebuilding engine.
you have to drain the excess oil i would suggest a complete oil change and oil filter. TAke off spark plugs put some wd 40 on each sparkplug hole start the car without any sparkplugs on ir. Reolace sparkplugs with new ones and the car should run again. I would also suggest to check for faulty sparkplug wires and bad air filter. While you are at it go ahead and check fuel filters.
