Hi do 1999 ford expedition have a heat control valve and where

No they do not use a heater control valve, the expedition uses whats called a blend door which is driven by whats referred to as a blend door motor, which control's the air flow though the heater core or a/c evaporator to heat or cool the passenger compartment of the vehicle.
