Check to make sure your lower thermostat housing is not leaking. if so it will need replaced.

could be a blend door actuator.

No they do not use a heater control valve, the expedition uses whats called a blend door which is driven by whats referred to as a blend door motor,which control's the air flow though the heater core or a/c evaporator to heat or cool the passenger compartment of the vehicle.

the problen is in the front ac box , you need to replace the cold and heat actuator and blend door, it requires removing the dash

here are the sizes for whatever wheel size u have.

My expedition was like that. It turned out that the temp knob was cracked and would not turn the switch so i replaced it with the back knob. Just pull it straight out then check for a crack. good luck
