No they do not use a heater control valve, the expedition uses whats called a blend door which is driven by whats referred to as a blend door motor,which control's the air flow though the heater core or a/c evaporator to heat or cool the passenger compartment of the vehicle.
My expedition was like that. It turned out that the temp knob was cracked and would not turn the switch so i replaced it with the back knob. Just pull it straight out then check for a crack. good luck
