I have this exact same problem!
drivers window does not work and central locking does not work but the relay clicks.
All fuses are fine.
We currently have the drivers door off and are checking the loom.

`Take off the cable from the socket in the door and clean pins and socket with switch cleaner .This fixes the central locking and three windows. Drivers window needs new switch in drivers door.It seems that the problem is where the rain pours down the gap between door and front wing the plug and socket becomes damp and contact is lost. I went to the hummer dealer and they said "never heard of that problem mate " , but I know this is a common problem.It can be cured under warrenty,but as I am 4000miles and an ocean away from where I bought it from I ve had to fix it myself.
You must replace the drivers side switch button as this is irreparable BUT you can clean (and i mean really clean) the contacts on the the control unit in the door (switch panel) and that will get the central locking working. You may need to disconnect the battery for a while to reset it too.

Just had the same problem occur here on a 2007 Hummer H3. Drivers side power window does not work, and using either driver or passenger power switch does not engage/disengage locks. Fuses appear fine. Strange thing as well, when ignition key is out, and either passenger side or driver side lock button is pressed, the chime sounds five times, so it is recognizing the physical switch. Any solutions appreciated. TIA
Try unhooking battery cable for 15 mins. Should reset
I have eexactly the same issue as well... exactly. 07 h3 drivers side window and door locks. Even chimes if you manually lock the door? Did you ever sovve the issue?
Dang folks this seems to be a reoccurring problem with our Hum 3's I had to jump start mine and the exact same thing happened, drivers window wont work and the door locks wont work, but the other windows do, trying the unhooking the batter now, any other suggestions, I had the motor in the window checked out as hot, also to the motor, and all fuses are good. What gives Hummer?
Same issue with my 06' H3, tested all fuses and discovered fuse #77 (PCM) tested good but had dirty contacts. Cleaned and retested everything works again!
The drivers switch cluster will fail when it's in the sub zero temps. I have in the past pulled the switch cluster and took it indoors and warmed it up. It has always worked afterwards.

unfortunately you will need to buy a new window switch.
We tried everything after a flat battery,,,
Touching the negative terminal to the positive terminal,
Taking the door switch out and cleaning the board and contacts with contact cleaner.
Cleaning multi plug in the A pillar (prone to getting damp)
Cleaning the contacts of the fuse holders for the reliant fuses.
Nothing!!!
Purchased a new door switch (from USA) plugged it in.
ALL WORKING!
You likely don't have to buy anything...I mean it's possible that the PCB blew some parts but unlikely with the fuses still intact.

After killing the battery and then jump starting my 2006 hummer H3....driver window and auto locks not working....so did what someone else said to try on here which was disconnect the battery wait 30 minutes for computer to reset...and turned it on and very happy and thankful to say its working perfect again!
