I went through this with ne of those remote fob ebay guys and went through about 5 before I got one to work. If you take the fob to the dealer they have a device that can tell if it is broadcasting and should not charge you to check it.
Just have to keep persisting
i got the thought that your ebay purchase was a generic kit
saying "compatible "with a trooper

It is a programable key and they keep security pretty tight. You will need to call a dealer close to you and provide some documention or just have them trace your key while your there.

I did this. However, the first time, I didn't leave the door open at first. I re-read the directions, and opened the door, (leave it open). turn the key the 3 times, then close and open the door 2 X (leave the door open). Turn the key 3 X again, then close and open the door. (The locks started opening and closing themselves, like magic). Press the 'lock' button on the fob(s). Press the 'unlock' button. I didn't think it worked while I was inside the car, and was about to give up, when I went into the house. I had the thought to step outside and try it again. As I went out the door to go to the car, I decided to press the button to try it. Lo, and behold, it was programmed! Don't give up! Kari
