To test fuel flow, have a 2nd person stand over air filter (air filter housing open) with a can of starting fluid in one hand. Don't give any throttle, then 2nd person gives 1-second squirt into air filter while you're turning starter motor (no throttle). When engine catches, immediately give one third to one half throttle. Just before it dies, 2nd person should give another short squirt of starting fluid to keep engine from dying. If throttle won't keep engine running and only starting fluid keeps it running, then yes, no fuel is going through fuel lines. Either its a fuel pump issue or maybe there's restriction because of clogged dirty fuel filter. If it starts but runs rough and has black exhaust smoke, then its clogged or dirty fuel injectors.
did you replace spark wire 1 by one,? if not bingo, you layed them down wrong.... (did car just die, by self or after a tune up?) 4.3L V6?

(60k tune up excepted always) the EFI engines will not put out fuel if spark is dead. what does getting fuel mean? 1: injectors squirt? 2: the cracked open rail plug dribbles? what? 3;spark plug tips wet, 4: black smoke out tail. what/? it's a no start, cranks perfect car, you keep saying no crank. A car that can not crank and can never be started unless push started, with a M/T STICK gear box. ANSWER: ? seems to me its flooding. , no>? soaking wet spark plug tips? when EFI , floods a car , WOT cranking clears the flood. Wide open throttle, its in you operator guide, RTM. so if flooding, what i do us cut power to the fuel pump the crank it dry. (black smoke out the tail, and then sputters an runs and stalls) then, i try only test fuel. that is right,, no fuel pump power. and make sure my engines sounds perfect with just test fuel. if that is all true runs on test fuel, then the problem is FUELING ONLY> all in the span of 10mins work.
if I'm reading this right... ... the engine starts and dies within a few seconds. ... you jumpered the fuel pump test connector and it will keep running. ... you smell fuel after trying to re-start when it dies.
Disconnect the plug to the cold start injector. Even if you have an issue with the engine running then dying after a few seconds after doing this, if you don't smell fuel after disconnecting the cold start injector and try to restart it, the cold start time injector time switch may be failing.
Buy a can of starting fluid and have someone start the engine then spray short bursts of the fluid around all the intake fittings. If spraying the fluid in any particular area keeps the engine running, I'd start looking for leaks around that area.
It does sound like an AFM or COR issue considering it dies after a few seconds, but the fuel smell when trying to restart the engine may be a separate issue that needs corrected / isolated first.it will keep running.

What is liter size of engine? I don't know what relay you unplugged? Your fuel pressure sounds too high? If you have fuel return line, if it gets clogged, it could cause your fuel pressure to rise.
It is your fuel injector pulse width that controls fuel, If pressure is too high, it could cause a problem. Usually voltage to fuel injector, goes hot with engine cranking. The computer controls fuel injector ground.
The fact the fuel pressure does not hold after the pump stops is a big problem indicating a fuel leak into the upper manifold, which would cause the flooding. This leak could have several causes, but since the problem is still there after replacing the regulator, it sounds like the problem is with the injector in the spider assembly.
It sounds like you have a design 1 spider assembly, with only one fuel injector distributing fuel to the six poppets. If that is the case, I suggest you try replacing the entire assembly (which will include a new regulator) with the Delco design 2 version which has injectors on each poppet.
Im wonderin if some of that water got into the cylinder area and bent a rod ruining the compression--did u ride thru a flood zone--mite want to do a test--also scan vehicle and test injector pump off engine
Replace your fuel filter and airfilter. If this doesn't work - you may need a new coil pack or cap and rotor if it has a distributor; if this is the case, change the spark plugs and plug wires.
Is the fuel pump relay switching off the fuel pump? When you turn the key to the on position, do you hear a click and the pump shut off? If not, the relay is bad and needs replaced. If pump keeps running it will flood engine.
