Hello ray......

The fuel pump is located inside the fuel tank. You can access the fuel tank thru the trunk. Inside the trunk and underneath the carpet, there is a access panel. Remove the five screws and lift the access panel. There under the panel you will see the pump. Disconnect it and take it to the auto parts store as they usually want the old one for an exchange. 1. Relieve the fuel system pressure. Refer to the Fuel Pressure Relief Procedure.
2. Raise the vehicle. Refer to Lifting and Jacking the Vehicle.
3. Drain the fuel tank. Refer to Fuel Tank Draining Procedure (Utility Single Tank) or Fuel Tank Draining Procedure (Utility Dual Tank Front) or Fuel Tank Draining Procedure (Utility Dual Tank Rear).
4. Remove the evaporative emission (EVAP) canister.
5. Disconnect the chassis fuel pipes (2) at the fuel tank pipes (1).
6. Cap the fuel and EVAP pipes in order to prevent possible fuel system contamination.


7. Disconnect the EVAP vent pipe at the fuel tank clip (5).



8. Loosen the vent hose and filler hose clamp (4, 2).
9. Disconnect the vent hose and filler hose from the pipe.

    10. With the aid of an assistant, support the fuel tank.
    NOTE: Refer to Damage to Fuel Tank Straps Notice in Service Precautions.
    11. Remove the fuel tank strap attaching bolts.
    12. Remove the fuel tank straps.
    13. Carefully lower the rear of the fuel tank slightly.
    14. Remove the fuel sender cover on the Suburban only.


    15. Disconnect the fuel sender and the fuel pressure sensor electrical connectors.
    16. Remove the fuel tank.
    17. Place the fuel tank in a suitable work area.


    18. Remove the fuel feed and return pipes (3) from the fuel sender and the retaining clips.
    19. Remove the fuel sender assembly from the fuel tank.
    20. Remove the EVAP pipe from the fuel tank roll over valves (2, 4) and the retaining clips (1).
    21. Remove the fuel fill hose and the vent hose from the fuel tank.
    INSTALLATION PROCEDURE




    1. Connect the EVAP pipe to the fuel tank roll over valves (2, 4) and the retaining clips (1).
    2. Install the fuel sender assembly to the fuel tank.
    3. Connect the fuel feed and return pipes (3) to the fuel sender and the retaining clips.
    NOTE: Refer to Fastener Notice in Service Precautions.
    4. Install the fuel fill hose and the vent hose to the fuel tank.
    Tighten Tighten the hose clamps to 2.5 N.m (22 lb in) .




    5. With the aid of an assistant, support and partially raise the fuel tank front end first.
    6. Connect the fuel sender and the fuel pressure sensor electrical connectors.
    7. Install the fuel sender cover on the Suburban only.



    8. Fully raise the fuel tank.
    9. Install the fuel tank straps.
    10. Install the fuel tank strap attaching bolts.
    Tighten Tighten the bolts to 40 N.m (30 lb ft) .

    11. Connect the fuel fill hose and the vent hose to the pipes.
    Tighten
    ï‚· Tighten the fuel fill hose clamp (2) to 2.5 N.m (22 lb in) .
    ï‚· Tighten the vent hose clamp (4) to 2.5 N.m (22 lb in) .



    12. Connect the EVAP vent pipe to the fuel tank clip (5).



    13. Remove the caps from the fuel and EVAP pipes.
    14. Connect the chassis fuel pipes (2) at the fuel tank pipes (1).
    15. Install the EVAP canister.
    16. Lower the vehicle.
    17. Refill the fuel tank.
    18. Install the fuel filler cap.
    19. Connect the negative battery cable.
    20. Use the following procedure in order to inspect for leaks:
    20.1.
    Turn ON the ignition, with the engine OFF, for 2 seconds .
    20.2.
    Turn OFF the ignition for 10 seconds .
    20.3.
    Turn ON the ignition, with the engine OFF.
    20.4.
    Inspect for fuel leaks.
    21. Install the engine sight shield.
    Fuel Sender Assembly Replacement Tool Required
    ï‚· J44402 Fuel Tank Sending Unit Wrench.
    Removal Procedure
    1. Remove the fuel tank.
    2. Remove fuel lines from sender assembly.



    3. Remove the fuel sender assembly retaining ring using the J 44402.
    4. Remove the fuel sender assembly and the seal. Discard the seal.
    Caution: Drain the fuel from the fuel sender assembly into an approved container in order to reduce the risk of fire and personal injury. Never store the fuel in an open container.
    5. Clean the fuel sender sealing surfaces.
    Installation Procedure



    Caution: Drain the fuel from the fuel sender assembly into an approved container in order to reduce the risk of fire and personal injury. Never store the fuel in an open container.
    1. Install the new seal on the fuel tank.
    Important: The fuel pump strainer must be in a horizontal position when the fuel sender is installed in the tank. When installing the fuel sender assembly, assure that the fuel pump strainer does not block full travel of the float arm.
    2. Install the fuel sender assembly into the fuel tank.
    Notice: Use the correct fastener in the correct location. Replacement fasteners must be the correct part number for that application. Fasteners requiring replacement or fasteners requiring the use of thread locking compound or sealant are identified in the service procedure. Do not use paints, lubricants, or corrosion inhibitors on fasteners or fastener joint surfaces unless specified. These coatings affect fastener torque and joint clamping force and may damage the fastener. Use the correct tightening sequence and specifications when installing fasteners in order to avoid damage to parts and systems.
    3. Install the fuel sender assembly retaining ring using the J 44402.
    4. Install fuel lines to sender assembly..
    5. Install the fuel tank.

    thats way too much, in the 2000+ and beyond devilles there is no need to drop the tank. We have an access through the trunk

Below is the complete procedure :-
Eldorado and Seville

  1. Disconnect the negative battery cable.
  2. Drain and recycle the engine coolant.
  3. Remove the glove box unit and right side lower sound insulator.
  4. Remove the programmer as follows:
    1. Remove the 2 PCM bracket screws. Position the PCM aside to gain access to the rear programmer mounting screw.
    2. Disconnect the threaded rod from the programmer.
    3. Remove the vacuum connector retaining nut.
    4. Disconnect the vacuum and wiring connectors from the programmer.
    5. Remove the 3 screws and the programmer.
  5. On early model vehicles, proceed as follows:
    1. Disconnect the wiring connectors from the BCM and PCM and remove the mounting brackets.
  6. Remove the heater core cover.
  7. Disconnect the heater hoses from the heater core.
  8. Remove the 2 heater core retaining screws and remove the heater core. To install:
  9. Install the heater core to the heater case and secure with the 2 screws.
  10. Connect the heater hoses to the heater core.
  11. Install the heater core cover.
  12. On early model vehicles, proceed as follows:
    1. Install the PCM mounting bracket and PCM. Connect the wiring connectors to the PCM.
    2. Install the BCM mounting bracket and BCM. Connect the wiring connectors to the BCM.
  13. Install the programmer as follows:
    1. Install the programmer in the vehicle and connect the vacuum and wiring connectors.
    2. Install the vacuum connector retaining nut.
    3. Connect the threaded rod to the programmer.
    4. Return the PCM to its original position and secure with the 2 bracket screws.
  14. Connect the negative battery cable and fill the cooling system.
  15. Adjust the air mix valve as follows:
    1. Set the temperature on the heater and A/C control panel to 90°F (32°C). Allow 1-2 minutes for the programmer arm to travel to the maximum heat position.
    2. Unsnap the threaded rod from the plastic retainer on the programmer output arm.
    3. Check the air mix valve for free travel. Push the valve to the maximum A/C position and check for binding.
    4. Preload the air mix valve in the maximum heat position by pulling the threaded rod to ensure the valve is sealing. The programmer output arm should be in the maximum heat position.
    5. Snap the threaded rod into the plastic retainer on the programmer arm. Avoid moving the programmer arm or air mix valve.
    6. Set the temperature on the control panel to 60°F (16°C). Verify that the programmer arm and the air mix valve travel to the maximum cold position.
  16. Install the right side lower sound insulator and the glove box unit.

theres only two places gm put that pump! under the hood opposite corner from the battery! or lift the car and look at the rear suspension ! ull see it tucked in near the pass side strut!

Not unless you want to cut a hole in the metal.
There is no access panel from the factory that I know of.

Your title says Deville but your question is about the SLS (Seville). If you are asking about the Seville (4.6L V8) with the Key on and the engine off you should have 41-47psi.

1995 Cadillac Seville SLS stalls out

It sounds like it may be time for a new fuel filter, try replacing the fuel filter first. The filter has a life of 30,000 miles or one year, if it has not been changed, good chance that it's the fuel filter. Take not that a dirty fuel filter will make your fuel pump run hotter and will shorten the life of the fuel pump which is the more costly repair of the two.
