Are you looking at the fuse box under the hood? Not there. Remove the back seat bottom (really easy) and you will find one or two different fuse boxes there. The diagram for the radio fuse location is located on the bottom of the cover. Hope this helps you.
The turn signal flasher is located under the dash to the right of the
steering column on most models. The hazard flasher is under the dash,
to the left of the steering column. On 1980 and later models, both the
turn signal flasher and the hazard flasher are located at the lower
left hand and the upper right hand corners of the fuse block
respectively. There is an inline fuse for the underhood/spotlamp
circuit. The fuse box is marked to indicate fuse size and the
circuit(s) protected.

2000 cadi deville: one fuse box is located under hood on passengers side above wheel,a black rectangular cover with a red flip down cover on one end,move tabs and raise cover, under cover is a diagram of of fuse locations. remove rear seat and you will find two more fuse boxes diagrams are under these covers also.
