Your fuel filter is near the outside of the fuel tank, or inside the tank. Go to AutoZone.con, and you can get directions on replacement.

There are several fuse blocks. (Oh joy, huh?)
1.One is a rectangular black plastic box, with one corner cut off. It's next to the battery. You depress tabs on the cover sides, to remove the cover. Underneath the plastic lid is the fuse and relay information. (What they are, where they're located)
2.On the passenger side, down by the right foot, is a kick panel, (In front of the door) This panel is removed to access another fuse block. The information is on the inside of the panel cover.
3.There may be one behind the left side kick panel.
4.1994-1996 models, have a fuse panel on the left side of the dash. To the left of the steering wheel, behind a coin box. I brought this up just in case.
The backside of the coin holder has the fuse locations. I see Stoplamp listed, and it's 15 Amp. Tail is listed too, and it's a 15 Amp blade fuse also.

Fuse box is by drivers left knee. Above this are the flashers and about 3 inches above this is the circuit breaker for the windows and door locks. breaker is silver, about 1/2 by 5/8 inch and in the center is the button you need to push in to reset. I used an unbent paper clip to press it. Make sure unit is not energized. May need to unplug breaker first. Press in center button until it clicks.

Appears as 35 on diagram, but uncertain if this matches your Toyota. It is possible to switch an identical size fuse to test to see if it works even if you don't have electrical testing equipment.
If not the fuse, there are more technical steps to diagnose that would require testing equipment, and possibly wiring to be repaired by a mechanic.
