A new ignition switch will also need a new key to compliment it. Your old key will not work with the new switch that's probably why the steering won't unlock.

Try to wiggle the wheel right to left, back and forth, while trying to turn the key. It might come unlocked soing so. If not, the ignition switch may be messed up.

96 ranger likely doesn't have one. The "module" that used to be found in carburated vehicles with Distributors and Rotors has been eliminated by fuel injection , electronic ignition , and computers.
I MIGHT BE WRONG ABOUT THIS , maybe someone will come up with a better answer. In any case you might have to give more info about what the engine is doing ( or not doing ) .

Need to bypass ignition switch

further diagnosis showed that the ingnition switch was fine it turned out to be a faulty 02 sensor that was making the engine run extremely rich, ruining the spark plugs.
