My 1996 Honda accord is having steering problems. The wheel is slightly turned to the left when I am driving straight. The wheel wobbles when I exceed speeds more than 25 mph. When I do exceed 25, it becomes difficult to control the car, almost as if I am driving a boat. Any ideas on the issue and/or cost?

Check steering wheel nut is tight, sometimes it may run loose. If it is tighten to specs and is still happening, splines may be worn on steering wheel.
just that, try it, in a safe place,
i have 96 jeep with no belt, in fact pump missing.
the pump is optional in most cases, because no body wants to die.
belt flies off.. it just reverse to manual mode.
the only possible issue is lub, for the rack-and-pinon.
Alignment is out for sure, but it sounds like you may have bad tie rod ends. (steering rack, bushings, ball joints etc) Brake check will look over it all for you and tell you what the problem is, then you can relay that back and I can walk you through the repair.
You need to take action immediately as this is a serious issue. It is important that you jack by the car and check on both the left and right side suspension and steering sections. It is possible that a link of the suspension has come off. Check the balance rod, the shockabsorbers, the lower arm, the steering links, ball joints and the struts. You must not drive the car unless this is repaired.
So if when you are driving straight the steering wheel is not straight, you have an alignment problem. with the possability of damaged steering linkage. (if youve hit a curb or pothole lately) Either way take it to an alignment shop and they can fix it as well as tell you if anything is bent and needs replacing. should cost about 70 for alignment and 50-200 for parts.
turn your steering wheel straight
look at both wheel to see which one is not straight ( may be both )
loose the tie rod end locking nut and turn the rod to whichever way that make the wheel straight.
TRY TURNING STEERING WHEEL LEFT OR RIGHT WHILE TURNING KEY, especially if your wheels are turned to either side and is not straight. Turn to the same side that they wheels are turned to if they are not straight. If that doesn't work that ignition lock may be at fault and you will need to replace. Good Luck
