Remove your tag bolts and remove the cover by pulling easy as not to break the tabs. The tag lights can but do not have to come out. At this point you can access the handle. You will find that the handle has a plastic arm that trips the latch by pulling a cable it will be broken. To open the door just pull on the cable. Once I open the door I removed the inside door panel and a metal cover which has about 8 10mm bolts it gives you more room to work.
SOURCE: How do you remove Tailgate interior PANEL on Ford
The procedure is as follows:--
Step 1. Open the tailgate fully.
Step 2. Remove the plastic surround which is part of the housing for the lever which opens the tailgate from the inside. This surround is held by one plastic lugs. The center of these lugs is found at- TOP EDGE ie edge closest to glass. One lug can be found in from each side. The third lug is in the middle, from the edge.
SIDES: One lug on each side down from each top corner.
BOTTOM: (4 lugs in total) One lug can be found in from each side.
Start at the top right corner by sliding the flathead screwdriver between the carpet trim and the plastic surround from the side. Push the screwdriver in firmly and gently twist at the same time. You will feel the lug come free. Repeat this process at the center of each lug. The surround will come free. It is fragile; if it breaks, you can get spare lugs at local auto part stores.
Step 3. Move to the bottom of the tailgate. With a 1/4 turn the 4 plastic fasteners can be removed.
Step 4. With the plastic surround removed in step 2, this has revealed 2 torx head screws. Remove them. The only thing holding the complete trim to the door now are the four fragile plastic tabs at the top. DO NOT PULL THE TOP OF THE PANEL. These four fasteners hold the top of the panel at the bottom of the window and fit into slots where the open side faces the top of the door. The trim panel is slid upwards to disengage these fasteners. Before sliding the trim up, you must support the trim while you disconnect a power supply connector on the right hand side. This can be done with one hand. Then slide the whole panel toward the top of the door, working the fasteners out of their slots. This is the only way you will remove this panel without breaking the panel itself. The trim is very light and will now come away.

I had the same problem on my '98 V70 - my rear liftgate would not open. The "rear lift door open light" was on. I guess it was some kind of electronic problem in the locking mechanism. But it could have been something else like the metal bar that extends from the outside handle down to the mechanism had slipped off (unusual design seems like it should be connected instead of just sitting on a plastic latch handle) or maybe it was bent because this car had been hit in the rear as I found out looking around in there. Anyway, I took off the interior panel and inside handle. There was a large torx bolt that had to be removed if I was going to replace the mechanism. I later found out that there were two more once I got the gate open. I took a photo of the way everything was connected so I would have a record just in case I needed it. I bought a new lock mechanism. There is a thin piece of plastic down near the bottom on the mechanism that somewhat blocks a screwdriver or other tool from reaching in and opening the door that way. So I had to start removing things. I disconnected the power first. I removed the two screws I could reach which let the part that was connected to the connector be removed out of the way. I removed the metal bars that went from the outside door handle and the lock down to the mechanism. I still couldn't reach where I needed to. So since I had the part I began to slowly break away pieces from the mechanism. They are plastic so they broke off without much trouble but it did take a little work. Finally I reached down to the thin plastic part I referred to earlier that covers the part that unlocks your liftgate and pulled it enough off of it to get access to the release. One last try with a screwdriver let me push the actual release and the door opened! There was much rejoicing. Then I removed the old and replaced with the new. Reconnected everything checked and rechecked. It's working so far. That's how I did it.

The little switch that gets pushed in when door closes is faulty. Once this is replaced you should have no further problems.
