When I first start driving the transmission work fine ,then when I slow down it shifts into 2nd. and won't shift up again. So i stop the car , start it again and then it shifts fine again until I slow down and it shifts into 2nd again and won't shift up . Is it my transmission speed sensor or what is it ?

I was told by a Chrysler tech that it's the shift solenoid located in the trans. pan. There are 4 of them and you have to have it checked to see which one. You don't want to replace all 4. About $80.00 at a dealer! Mine does the same thing. 2004 Concorde lxi.

1988 chev trans takes high rpm to shift from 1st to 2nd and some times it wont down shift when you slow down and hit the gas again

Check the adjustment of the transmission T.V. cable. Sometimes they also stick. Try driving it at 30. Shift to Neutral, stab the gas pedal to the floor quickly a couple of times. Then shift back to drive. Then see if it shift normal.
