My 2003 Chevy Monte Carlos RPM goes up to 1500 to 2000 when i start it, then it goes down to like 1300 but stays accerated. I give it a little gas and sometimes it gets back to normal. I changed the Idle air control valve several times and it sometimes help but a couple of months later back to the same problem. What can be causing this problem!

If you have a light in the glove compartment that might be staying on. I would start pulling fuses one at a time until the clicking stops. Pull a fuse, still clicking, put it back and pull another. Repeat until you find the circuit causing the problem. That will narrow down where you need to look.
TURN KEY ON, DO NOT START! PUMP GAS PEDAL TO THE FLOOR 3 TIMES WITHIN 5 SECONDS, THEN WAIT AND WATCH THE LIGHT IT WILL FLASH THEN IT SHOULD GO OUT. REPEAT IF IT DOES NOT WORK THE FIRST TIME. MOTOR62500!

If so, turn the key to the on position, do not start the engine. press the gas pedal three time all the way to the floor. the light should start to blink. turn the key off and then start the car. the light should blink a few more times and then stay off. if this does not work then it is something with the radio that needs to be done that i do not know how to do.
Had the same problem with my 83 camino, check your fuel filter, if you can change it any mechanic should be able to, if that doesn't solve the problem it might be time to rebuild/replace opgi.com sells nice replacements.
