Hooked up scan machine to obd 2 port in 1999 hyundai accent and it won;t connect says check fuses, wiring etc Where do i start?

That is a strange Code. Connect it to a scan tool in the OBD port. Scan codes normally start P0XXX

SP205 is a splice pack , taped to the wiring harness behide the dash near the OBD connector .

My OBD will not power up ? Code reader , scan tool ????? .Pin #16 at the OBD connector should have B+ voltage .This is what supply's B+ voltage to the scan tool / code reader . What makes you think you need a computer ? The computer doesn't supply B+ voltage to that OBD port ,.Do you know where the i/p fuse box is ? You want the CIGAR/DLC /APO FRT fuse 20amp . The other wires you mention above , don't mess with those . Those are the class 2 data bus wires .Screw with those and short one out , you will never get your vehicle started . Suggets you google GM class 2 serial data bus communications .

First off remove the ground cable from the battery and at the body mount and CLEAN both area that the cables ground to
charge the battery fully and recheck if the car will start

service bulletins, illustrations, etc. To diagnose a 2000 or 2001 1.5L Accent Diagnostic Trouble Code (DTC) P1128 (FUEL SYSTEM LEAN -- PART LOAD), check the following:

• Check the intake system for air leaks.
• Check that the Mass Air Flow (MAF) Sensor (P/N 28164-22610) operation meets the specifications listed below. If the MAF sensor output is significantly lower than the reference value (10% or more), then replace the MAF sensor.

Sure you can. Put a scanner on the diagnostic connector under the dash and check for codes. The codes you get ,do not tell you what is wrong or what to fix,but a starting point for the diagnostic steps you need to take, to find and repair the issues your having. Now --you need an understanding of your vehicles systems and possibly a wiring diagram, to reach a successful conclussion. That's where a professional shop comes in.

Check TAIL LIGHT HARNESS in the TRUNK for Poor Connection or FAILING GROUND

#1. Scan for trouble codes. If any, record them and let us know which ones they are.
#2. Connect a fuel gauge to the fuel delivery line at the engine... try to start the engine while monitoring fuel pressure... if there is fuel pressure (approx 35 to 50 lbs), the problem is elsewhere.
If no fuel pressure, check fuel pump relay, fuse, wiring to fuel pump connector (power & ground - use 12volt test light). If power & ground are present, problem is the pump (fuel filter is attached to the fuel pump inside the tank).
#3. Check injectors for injector pulse, check ignition coils for spark to spark plugs.

Your Accent has rear wiper/washer.. correct? That's where the 3rd wire comes in. They sold you/you bought the wrong pump. Here's the wiring diagrams:

Fuses are GOOD?... Go to http://www.hmaservice.com/ and register vehicle (VIN)... you then have access to info you need to solve this problem (manuals, service bulletins, wiring diagrams, etc.).

THE 16 PIN OBD SOCKET IS UNDERNEATH THE STEERING WHEEL SHOULD BE VISABLE IF YOU LOOK UP FROM UNDERNEATH AS IF YOU WHERE LOOKING AT BACK OF INST.PANEL.
