The check engine light was on my 1999 Ford Taurus. P0411 was found by a scan tool ELMScan 5 Compact. And then found that the smog air pump had water in its body, stopped working, and was replaced with a new one that works, Also checked vacuum hoses and they looks good. But the engine lights keeps coming back on every second drive cycles after turned it off many times. How to fix the problem now? How to protect water from the new smog air pump?

that code indicates that there is a air pump to decrease the amount of harmful fumes thru the exhust system the air pump maybe failing causing the code

The blinking engine light indicates your problems are severe and could cause more damage to the engine if not corrected. You will need to have a diagnostic scan run to retrieve the trouble codes that are causing the light to come on & flash. From those codes, repairs needed can be determined.

I have this code on my 1999 mustang v6 3.8 P0411 its the secadary air flow incorrect flow i replaced the egr vavle, vac. tubes spark plug wires the fuel filter. i just order the air/smog pump could that be...
The secondary air pump has failed and will need to replaced. The pump is an emissions component meant to help with cold start emissions. Replace it, clear the code & you should be fine. I hope this information was helpful.

That's s failure of the secondary air pump. It'll have to be changed. It's an emissions component meant to help with cold start emissions. It won't cause engine running trouble but at inspection time you'll fail for smog. Change it before then and you'll be fine.
