2004 crown victoria police interceptor taillights go off

If you are referring to when the headlight switch is on and the tail lights go off then you most likely have a bad headlamp switch or a bad connection between the tail lamps and the relay? If the brake lights are what you are referring to then your brake light switch on the brake pedal could be faulty? Please specify in detail what where when and which lights in reference?
