If the brake light bulb and brake light fuses are checked ok and you are confirmed that its properly working then other possibility is faulty brake light switch or in case the short in brake light connection. But as you mentioned that bulb and fuses are all checked ok then its most probably the faulty brake light switch, which is causing this problem. The brake light on off switch, its called the Boo switch. The Boo switch is located right above the brake peddle just follow the peddle up until you get to a switch. The brake light switch , which is located above the brake pedal under the dash. This will help.
Thanks.Helpmech.

Hello. Check relay RMI5 in REM unit located in left side rear of cargo area. As you look at it it's to the right of the central electrical connector 5th from bottom. Matt
SOURCE: Brake Lights
The brake lights are engaged by a switch when you press the brake pedal. It is a plunger type switch, then when released, turns on the lights.
It appears that the plunger is not extending and making the connection. Try press on the brake pedal with one hand, and plull out on the switch plunger, see if the lights come on.
You should be able to replace the switch for less than $10

the bulbs are a dual philament eventhough the tail lights work the brake light part of the bulb is burnt out
SOURCE: Left rear brake light stopped working but bulb and fuses are OK.
These are Dual Function Bulbs. They control the Parking Lights and the Brake Lights. This Bulb is Burnt out on the Brake Coil inside the Bulb. I have actually seen Bulbs that were Bad But you could not Tell by jast looking at them. It should be fine with a New Bulb. Please Rate My Response! Thanks!

The low beam headlamps have a seperate fuse for each lamp in the central or underdash fuse panel.
The right headlamp is fuse fuse 26 (10amp) and the left is fuse 28 (10 amp). These fuse are hot only when headlamps are on so you need to test them with a test light with headlamps on. If they do not have power to them then concern is either headlamp switch or daytime running lamp relay if your vehicle is equipped with this feature, or a bad multifunction switch.
Power leaves the headlamp switch on the RD/YE wire and goes to multifunction switch. It leaves multifunction switch on the other RD/YE wire The wire will then go thru either a connector c2003 located behind the passenger side air bag behind the dash or to the DRL relay if your vehicle has this feature and leaves there on RD/BK wire to the headlights .
