Tighten the neg cable, if that doesn't work then you may need to replace the starter.
First check the battery cables and make sure they are tight on both ends. If they are check the + cable for corrosion clean or replace if necessary. If that all checks fine then you can hit the starter with a hard object and if it starts or turns freely replace the starter. The starter can also be checked at the parts store.
