That noise is coming from the throw-out bearing, its dry and worn needs to be replaced. While you are in there you should do the whole clutch job becuse you need to remove the tranny to change that bearing which consists of Pressure plate,clutch plate throw-out bearing center bearing and resurfacing of flywheel.maybe even a new slave cylinder. In a manual 2001 Hyundai Accent, the clutch cable could be adjusted. The adjustment point is on the cable 'pad' where it enters the firewall in the engine compartment.
To adjust, the slack or free play must be decreased. This is done by turning the adjusting nut clockwise. Check back by pressing on the clutch pedal to your preference.

A bad throw out bearing could do this which also requires trans removal in order to replace it. Expect $600 or more for a clutch service which replacing the bearing is part of the service. Ask if it is, an honest shop should be able to do that.
