Lift and support the front of the truck so the front wheels are off the ground ( take safety precautions, chock wheels, jack stands, etc )
Key on, engage 4x4 and try to turn the front drive shaft.
If it turns it is a problem with the transfer case.
If it doesn't it is a front axle engagement problem.

If the front axle does not turn, the cause generally has to do with the Vacuum disconnect motor on the axle ( Item #10 in this picture ) :

You can test from here with a vacuum pump ( i.e. mightvac ) to see if the vacuum lines to the vacuum disconnect motor are good.
The pink vacuum line is 2WD operation, the Light Blue vacuum line is 4WD operation.
If the vacuum lines test good from here to the disconnect motor, and applying vacuum locks the front axle, it is either the vacuum solenoids, or the vacuum reservoir behind the battery, or the vacuum lines to the solenoids.
The solenoids have + VDC all the time, and the GEM applies ground to the correct solenoid to engage or disengage the front axle.

put in " N"
turn the 4X4 switch on
Then put in gear..
What do you see now?
Do the same in reverse when you take out of 4X4

Could be a problem with the vac lines to the IWE ( Integrated Wheel Ends ), or a problem with the IWE solenoid, or a problem with the vent from the IWE.

Start with checking the vac lines, to make sure they are not cracked.
The vac res & IWE solenoid are behind the battery. Here is a diagram of the parts in the IWE vac system

There was a TSB for the 2004-2006 MYs with a bad design IWE solenoid, but this usually was coupled with noise in 2WD.
Start with checking the VAC lines and the vent, next would be to check the IWE solenoid.

There is a special sequence for that. Let me see if I can remember... Pull to a level surface, put the parking barake on, put the truck in neutral, shift to four-wheel drive, release the brake, shift to drive.

The computer waits for this sequence. It has been many years since I did this. If it doesnt work, call your dealer shop and they will tell you the correct sequence.

Ford 2001 F150 will switch in and out of 4 wheel drive with selector switch but will not unlock the hubs.

The front hubs are activated with vacuum. You have a vacuum leak or bad chech valve in the line. Check the lines that are near the firewall and see if they are ok.

I am going to assume that you have auto 4x4, and not manual shift base model.. it just sounds like the servo motor that shifts between 2x4 and 4x4, has gone bad

question:
does it still engage into low range, even though it is stuck in 2x4?

Try this...after you start the truck, put it in neutral and the try switching it over to 4 High.

4 wheel drive issues, appears to work in 4low but not 4 high

yes it is the switch. the switches are bad about going out in chevrolets which I am very familiar with. generally speaking if it goes into 4wd period it eliminates the actuator, and it also means t-case is functioning, it is just the selector switch.

My 2004 F-150 Ford Truck will not engage into 4 wheel drive low.

I am going to ask a dumb question....do you have it in neutral and the brake mashed when you switch to 4WD LOW? I believe that is what my book says to do.
