are you sure its the hand brake light and not the brake fluid level light? It may be they are using the same light for both.
I am assuming the brake pedal goes to the floor if you don't pump it? This is really an open question without knowing the history or seeing your vehicle. Things that may create this fault,
brake pedal spongy or goes to floor (1) Leak of fluid in system, air in system, Incorrectly adjusted brakes, Flexible brake hoses porous brake pressure applied hoses expand. Leaky wheel cylinder or calliper. Badly worn brake pads or brake shoes. Leaky brake booster (brake servo) You need to methodically go through each of these possible faults and rule each one out. EITHER WATER PUMP OR HEAD GASKET,have a compression test done on the cylinders to check head gasket , if water pump the bottom rad hose will be a lot cooler than the top rad hose which will be very hot so be careful
you still have some air in the lines. go back thru the bleed process again if that doesn't work, get to a power brake bleeder.(amazon about$70) that is a system that puts pressure on top of mc to push fluid thru the system as you open bleed screws. did you know you can adjust brakes by holding down lock button and pumping emergency brake handle. good luck
sounds like you need to take it back to the mechanic and tell him this. then tell him to fix it correctly or pay for another shop to fix the problem. it seems that he is not getting it bleed correctly.
spongy brake pedal indicates air in the system... have the brakes inspected for leaks as it leaks when you apply the brakes and sucks in air when you release them.
