Yes, you can simply remove the pump, or if you just wanna shut it up from bouncing and rattling, Id recommend you secure it with something and leave the hoses attached (I recommend zip ties, but some use a coat hangar or some regular copper or steel wire to great success), and then you wont have to worry about stuff vanishing or being forgotten, The clamps for the plastic tubes are part of the tubes, they come together, you can fashion ways to secure the tube if the clamps break (They do often!), but most people replace the tube if a clamp breaks. As far as permanent removal of the pump, remember, it wasn't put there to make more money or find a way to create headaches for owners. It serves a purpose and the car will run correctly only if it remains. In states that have an emission inspection program (About 21 states currently) it will cause a failure of a smog inspection to disconnect or remove an air pump, and your car will not be able to be re-registered or sold unless you get it fixed. Even if your state doesnt have a regular smog inspection program, remember, it is a crime to modify or remove emissions control devices from a vehicle. Thats EVERYWHERE IN THE UNITED STATES! Emissions control is a federal law, smog inspections are merely a state enforcement for federal pollution control mandates. Do yourself and the car a favor and fix it properly.
