Hi this sounds like the EGR needs to be replaced as the voltage has exceeded its normal rate this is a sign of component failing these are not repairable and you will need a new one, i have put a link on here for you so you can see the in's and out's of the egr valve for you, these are normally located on the fire wall/bulk head just below the panel that holds the wiper motor mechanism but it could be anywhere in that area, the link also includes how to test these.
