It may be possible and the shorter belt will not last as many miles as a longer belt. What also will be affected is any other pulley on the serpetine belt. Everything like your power steering pump, Alternator, and water pump will run at a different speed.
The power pulley is the crankshaft. The other pulleys work in relationship to how far the belt moves per 1 rotation of the crankshaft pulley. If the belt is shorter it will make more rotations per turn of the crankshaft. This will cause more wear on everything else turning. You also have to look at the way the belt runs on both the grooved side and the smooth side of the belt.
The pulley on the A/C can certainly freeze up, but it is made to free wheel when the A/C clutch is unplugged. Try unplugging the socket down at the A/C clutch so it can not turn the compressor.
You may have some luck with a Speed shop in regards to eliminating the compressor. A/C robs horsepower and would certainly be eliminated by a Speed purist.
