This is a wide open question, but the first thing to ask is if the vehicle had been in an accident or jolt of some kind, the fuel cutoff switch may need to be reset. That should be located in the rear of your vehicle on the drivers side in a panel just inside the rear hatch door. If that is not the issue, you will need to start eliminating items, like the fuel pump. That can be tested using a fuel pressure guage and connecting it to the schroeder valve on the fuel rail. If you are getting proper fuel, your next test can be checking the coil pack. I believe yours would be with each spark plug. There are many other items and details for each item to test, but you need to start eliminating the easiest possible problems first.

Is there an electric starter switch on a 2003 ford expedition truck4.6L ? If so where is it located

The electric starter switch is the part that is behind the part your key goes into. Is the security light on steady or flashing rapidly? Have you checked for power at the small wire on the starter with the key in the crank position? Have you tried starting with the transmission in neutral?

My 2003 ford expedition won't turn over the battery is o.k. tries to start but wont turn over

One of two things, if your battery is ok (local parts stores check those free), the other thing could be your starter. if you check your battery at the store they can also check your starter as well if you take it in to them.
