WIPER FLUID LEVEL COULD BE LOW. ADD SOME MORE WIPER FLUID.IF FLUID LEVEL OKAY CHECK WIPER SPRAY NOZZLES COULD BE CLOGGED CLEAN THEM WITH A SMALL PIECE OF WIRE SMALL AS TINY PAPER CLIP WHICH CAN BE USED..
If the piping is clear of any dirt in the piping and lots of fluid but still not working than i would agree with you on a new motor due to the pump on the motor is unservicable...............Hope this helps.
Check voltage and ground to the plug at the washer motor if you have power and ground and it still don't work replace motor.
