SOURCE: Dash board lights and tail lights dont work
When in question about which fuse it is, given a fuse is blown, you can pull each individual fuse and inspect it. You can also use a test light without removing the fuses by first connecting the ground to a good clean connection and then put the positive side of the test light to the little piece of metal on the top of the fuse. There are two sides to every fuse and if you test one side and it lights up, but not the other, then you have found your fuse.

I doubt the bulbs are ALL blown unless there was a short in the wiring. look for it to be the dimmer switch

you need a head light switch. buy from carquest (significantly less expensive then dealership).
remove knobs (small insert on pull knob press in with a small flathead while pulling towards you, twilight knob pops right off)
take off the cover plate over steering wheel (pop out with flat head screwdriver)
then cover over instruments (small torx bit 5 screws, 2 hidden by previously removed cover).
three small bolts hold in light switch.

SOURCE: dashboard lights dont work fuses appear ok but
The parking and tail lights are usually on the same fuse as the dash lights so if the outside lights are working it sounds like the instrument dimmer control has failed. The electronic bits inside the control for these lights sometimes go faulty. A temporary fix is to remove the wiring plug that attaches to the back of the dimmer control and put a jumper wire across the terminals. If dash lights then work then replace dimmer control.

Yep through the dimmer switch itself. The dimmer switch is either bad or the pigatail to the dimmer switch is bad.
