You need a new thermostat if you haven't replaced it lately. They go bad after a while and its very possible that its broken because its tendency when broken is to not be able to control how much to cool the engine and how hot to keep it.

I have same car 1989 honda crx, what worked for car was I took the Idle Air Control Valve ( IACV ) off and cleaned it with carb cleaner. What you will need is a 12mm socket and only has two screws, and pliers to take off two small hoses attached to it.. And most important carb cleaner to clean the inside of IAVC. Plus you can also search for this on the Internet ...1989 honda crx Idle Surges! Hope this helps...
This is called run on,or dieseling ,there maybe a timing problem,or the vehicle is running to hot,the temperature is to high,it may not be cooling good, check the temp of the engine,if it is too hot, then the cooling fan may not be working,or thermostat maybe staying closed. If the vehicles throttle is staying open to much, this could be the problem also.
is engine cranking over or just nothing? if dash lights are on but nothing out to starter ect. double check electrical portion of ignition switch(when looking at back side of switch assy, where wiring feeds in look carefully to see if any of the solder joints have gotten hot and fell off)
I would suggest an ignition module. If it is a rough idle at startup I would check the throttle position sensor. You can check that by starting the car and unplugging the TPS. If the car runs differently then chances are it is working fine.
check\replace spark plugs, wires, cap, rotor, air filter and fuel filter fi you arent totally sure there in good shape since they are maintenance items anyways. any check engine codes?
I have a 2002 Honda Civic Ex, it has been over heating but only in stop and go traffic, never on the freeway, i have replaced, timing belt, water pump, cooling fan relay, cooling fan switch, flushed radiator. There is no white smoke coming from the tail pipe and the oil is clean, when the car gets hot i can smell the coolant pretty strong, car has never completly overheated gets about 3/4 of the way til red.
