Possible scenarios

1. Oil never changed by shop.

2. Old oil was extremely dirty and when changed (way overdue) the sludge in engine and residual oil darkened the clean oil making it look dirty. If its an issue to you some places offer a motor oil flush service.

Here is what you must do, pressure wash the engine and the transmission top and especially bottom of all grease and oil residue then install a bottle of special die that glows under a black light, drive the truck for a 10 or so miles and then put it on a car lift and check for the source of the leak with a black light. On this old of an engine the leak are likely all over the place.

Logic would tell you that even though a leak down test was performed, that if you do not have oil in the coolant, or any kind of oil leak, that the oil is going out the tailpipe.....

2004 Navigator 5.4l dohc passenger side lifter tap.

Are you absolutely certain the noise is lifter tap and not an exhaust leak? These are pretty well known for breaking exhaust manifold studs, or even cracking exhaust manifolds. The noise will be present on a cold engine but might go away as the engine heats up and the manifold expands. Maybe that's why it seems to go away after adding additives or changing the oil. It gets just enough heat in the engine to fool you in to thinking the issue was resolved by adding the oil/additive. Are you always adding to a cold engine?

Oil light comes on, car loses all power...

havent seen this problem on any yet. make sure who ever changed the oil used 5W20 the hemis are very picky
