Right side front broaken wheel lug - 1998 Acura RL

remove wheel cover then with tire on the ground just loosen lug nuts just a little dont remove lug nuts then safely raise support vechicle.then remove front tires.

they can get stuck on the hub. just kick it or hit the tire with a big hammer and it will come loose.

are the lug nuts tight?
If so you may want to remove the wheel to inspect more thoroughly as that is serious - you may have a possible broken lug bolt - hard to say more without more details.

Loose half shaft (depending on if front or rear?)
Bearing on the spindle could be shot if on the rear..

If you first jack up the right side with wheel chocks in place and set in park, and take off all of the lugnuts, sometimes the wheel gets stuck to the hub, in the middle, requiring a heavy hammer or heavy piece of metal shaft to hit the wheel at the 6 o'clock position from behind the wheel to dislodge it.

This is a common problem.

You could probably go to the closest hardware store and buy the right size bolt for a 1$, and unless the hub has been damaged in some major way, you should be fine.

get some locking lug nuts. sounds like someone is loosening your lugs.

First remove wheel from car. Next take large hammer and drive whats left of lug out, you may need to use a punch if sheared off below hub hight. Now insert new lug stud in from back side of hub and use a open style lug nut (like those you see on old cars without nice wheels) and put on upside down, flat side towards hub. tighten up by hand then use socket to tighten down untill stud is pulled in all the way. In some cases you may need to use a few washes under nut to give enough room for shank on stud.

there is a large nut that holds that hub on. Remove the cotter pin and the cap from the bolt... remove the bolt and the hub comes off.

Well, I can't see the tie rods so I can't help you there. But, if someone placed just one lug nut on the wheel then it probably elongated the slots on the other four holes for the studs. This would make the wheel junk and would need to be replaced. This probably ruined all the threads on the studs also. You are very lucky you did not have an accident related to the wheel. I wish I could see the vehicle, but can't help unless I know the situiation and condition of suspension parts.
