When driving appx 15 to 20 mph, i can hear a 'rubbing' noise coming from the front right quarter. Almost like the tire rubs against something on every rotation, somebody I know said it may be the tie rods? But it only happens on a smooth surface going slow. Any ideas?
Jack up the rear wheel and spin the rear wheel to find out what the rub is. look to see if there is any rubbing marks on or in the fender well.( do not have on the emergency brake) Also if the noise could be metalic then it could be the brake drum rubbing on the backing plate.

You just need to have a mechanic or someone look at the front end. Has it been happening long enough to cause any odd tire wear on the tire? If the front end alignment is off, you could certainly get a lot more road noise, but even a badly worn tire would cause some noise.
If the tire is actually rubbing against something, and you hear it at 50 mph, that seems to indicate badly worn suspension parts- like ball joints or struts...so you should consider a good front end alignment shop and tell them the condition. They can check the tires and the front end as well. A reputable shop would check all that anyway, to make sure that the alignment job will actually keep the front end true.
Just jack the vehicle to the side you hear the noise put a stand and turn the wheel with your hands and listen.I believe is not rim,possible is the wheel bearing. Give it a test.
Vibration at 40 mph hard to diagonisis without looking at front end. Could be wheels need balancing, new wheels and rims. Loose or worn suspension items.
Bring vehicle into a tire and alignment shop. Most Sears auto center have them.
With regards to rubbing noise again hard to diagonisis without looking at the affected tire, probably a splash shield hitting the tire in reverse.
Alignment shop will find the problem.
If you have stock sized tires on it.. check the brakes.. also look for loose fender skirting near the wheel as a helper turns the wheel maxxed out to the right.. Lemmie know, Thanx
It sounds exactly like a wheel bearing problem.The right side its seems would be the problem. When you turn right it puts more pressure on the bad bearing making it louder. I would suggest replacing both. If on is gone the other one isn't far off. Hope this helps
