Why did you change the starter. Is the battery dead after hours or days sitting. Bad wire connection can be easy to miss.
Check your battery too. A low battery performance may give you similar problems. The battery, starter, and alternator all rely on each other to keep performance up. Check the other two before you go diving into wiring that may lead to more, bigger problems.
Your best bet , take it to a qualified repair shop .

Get the ignition system inspected by a electrician
SOURCE: NO POWER TO GLOW PLUGS
I have a '98 Jetta diesel that had problems with the glow plug circuit. I ended up replacing the harness and a fuse. All the information I needed to know I found on this web page:

did you unhook the battery before you changed the starter ?. regardless unhook the battery for about ten minutes to reset the computer on your car then hook it back up.... if you have an anti-theft stereo make sure you know the code and how to enter it first.
CAUTION
Since you must work under the vehicle to adjust most shift linkages make sure you properly raise and support the vehicle before working under it. Also, wear safety glasses or goggles while working under the vehicle.
A voltmeter can be used to check the switch for voltage when the ignition key is turned to the START position with the shift lever in PARK or NEUTRAL. If there is no voltage, the switch should be adjusted or replaced.
