I know this question was posted years ago but I hope that for any future mini owners reading this in 2019 and on wards will help them. I have the same issue with my 2015 Mini Cooper 5 door hard top in which the heated seat is not working on the passenger side. The light would turn on and stay on as long as the engine is off. But as soon as the engine starts, the light will turn off after 2-3 seconds. At first, I have checked the fuses as per suggested in other threads and nothing was out of the ordinary. I finally decided to bring it in to the dealership as my car was still under warranty for only 1 week left. I have to say I was incredibly lucky because what my technician told me would be something I would’ve never been able to do MYSELF. He told me it was a manufacturing issue so it was covered under warranty. He ordered new heating pads and elements which will require removing the seat out of the car, remove the leather cover, and reprogram the electronics. And guess what? The new part he ordered did not work and failed because it was a faulty part. So there he goes ordering another NEW set of heating pads and elements. If any of the you guys are still under warranty please PLEASe take it in to the dealer to have it checked as it is most likely a manufacturing issue and a very common issue!
So pleased for you that you got it sorted under warranty. I had the same problem with my 2015 SD Cooper. Again, as with the majority, it was drivers side not passenger, lighting up for 3-4 seconds then turning off and no heat. Unfortunately for me, mine was out of warranty. Despite contacting Mini UK and the dealership, they didn't acknowledge this as a known fault, despite my giving them several links to forums detailing similar issues. Mini charged me £99 diagnostic fee to diagnose what I already diagnosed myself through looking at forums! Took my car into another garage who solved the issue and showed me photo of scorch marks (see below). Have reported it to DVSA as this should be a product recall surely. If I had asked Mini to repair, very much doubt I would've been shown the damage. I've reported this to DVSA.

Check your fuses! Failing that it may be a faulty relay!
