That maybe a safety issue, the seat belts should only lock when you break, if it is locked and your car is not even on thats a safety issue, what if you are in a bad accident and the person in that seat is stuck? Life or death.
check for recalls with the dealer

Mercedes clk convertible seat belt extender does not work ?

Its stuck or the spring is sprung. Remove the panel and access the belt and see what the problem is. Most times (98%) the belt is stuck and only needs to be unstuck. If thats is not it then replace part.

How to get passenger door open on 2006 chevy cobalt with seat belt stuck in door?

This is going to sound a little odd, but properly jack the car and then try opening this door. Put the jack in the recommended jacking spot on the passenger side.

Imagine that the back and front ends of the car are compressing the center of the car. By lifting one end or the other, the center may shift. Otherwise you do not have a frame, but the engine cradle may have a support located closer to the center of the vehicle. Do not jack the sheet metal, but you may catch the cradle and apply lift there.

You may notice by putting in a piece of cardboard in the doorjam on whether there is an increasing gap as you jack the car.

The seat belt on the driver's side of my '98 Chevy Cavalier is stuck in the door position and won't pull out (it is a manual seat belt). How do I get it unstuck?

Usually when they get stuck you can`t get them unstuck unless they are just twisted.seat belts are not repairable.Your best bet is to go to the salvage yard and get a used one and replace it.

More than likely, you have a broken wire or two between the body and the driver side front door. This is a very common issue with those cars when tey get older.
