because of no light flasher on left side the front one will go faster .maybe the left rear light is burn. and brake lights are control by the brake switch on brake pedal hardware, might be unadjust
With that loose wire with tape on it it sounds like an add-on alarm may have been installed at one time, which would tie into the brake lights to make them flash when alarm goes off. Maybe those places that install these alarms may be able to figure the wiring out and put it back to 'normal'.

You have a short in the front turn signal bulb. The reason it flashes faster is too much resistance due to a shorted bulb. I the bulb was out but not shorted it would flash slower or not at all. To fix this problem replace the front turn signal bulb that does'nt illuminate.
