The fuse box is located on the kick panel on the driver side( below and left of the steering wheel) ther is a door or lid to open and expose the panel. There should be extra fuses stored inside and a plastic fuse pulled tool as well

Fuses
All vehicles are equipped with a fuse panel located on the left side of the lower instrument panel. In addition, 1992-98 vehicles are equipped with a combination fuse/relay panel called the "engine compartment fuse box" which is located in the vicinity of the battery in the engine compartment.

Hello Callahan5922....this sounds like a stuck blower motor resistor. I assume the blower won't function in the a/c mode either? If you have a digital multimeter you can check this. I believe it's fuse #2....if the digital indicator goes up or down when you increase or decrease the fan speed thats good. Locate the blower motor resistor....you wil find it located on the fire wall behind the right valve cover hiding behind the heater hose, it's about the size of a cigarette pack. With the engine off, and key in on position, turn the A/C on High, and rap a tap tap tap on the resistor. You might be suprised when the blower motor takes off a runnin,

Fuses usually are labeled. However, sometimes sub-systems are not labeled. The quickest way to find your fuse is to get a volt meter or test light and check the fuses. With the key on (to energize all circuts),and the meter or probe (-) end connected to a good ground, probe into the small spaces at each end, on the back of each fuse. (if you look at any fuse while removed, you can see how esch connector spade is open on the back side) You should have 12volts at each space. Any fuse that has no voltage should be replaced. If fuse blows immediately, there is a short in that system somewhere.

check the outputs on the multi function switch (t/s switch) the brake lights and flashers all go threw this switch try to wiggle the flasher button if the lights start to work then the switch is bad to replace switch remove bottom cover by pedals if it has one bottom cover on steering colum has i beleave 4 screws that hold it on, the tilt colum lever unthreads and the cover will come off the upper colum just clips on you will have to remove the key tumbler to get it off . you need to disconnect the battery at this point and block the wheels. to get tumbler out put key in and turn to run postion there is a small silver button that pushes in with small screwdriver once its pushed in use the key to pull tumbler out the top cover will now come off you will probably have to tilt colum down and shift to 1 to get cover off there are 2 torx head screws that hold switch on plug new switch in and reconnect battery to test lights unhook battery again and reassemble please let me know how you make out

Remove the spark plug wires, remove the spark plugs,replace them. Do this one cylinder at a time if you never did it. On that year you may need to remove the upper intake to access the plugs on one side. In that case go to a shop. This would not be a novice job.
