just had same problem on 1994 2.6e audi dealer found it to be a solinoid behind driver side panel took 3 days to find fault, also check fluid level
As noted in one of the earlier questions on the topic, it appears (will verify for certain after the pump is removed) the plastic resevoir tank has cracked and the hydraulic fluid was lost. Leakage was visible in trunk once spare tire removed.
Audi also noted this is not unusual for a vehicle this age, and the replacement tank is a $100 kit.

Open roof latch over windshild.
Raise rear of roof off of hatch
Lift little hatch tabs to access lift mechanism
Release latches on each side with fingers
Lift Hatch with free hand
Let roof fall into storage compartment
Click hatch shut.
Reverse proceedure to put back up.

This can be over come by getting a pair of vise grips and gripping the cable that is sticking out and pulling it out, once you have opened it Do not attempt to close the hood without replacing the cable. You have maybe only one chance at this so if you don't succeed you will make it harder for a mechanic to fix it. a new cable is not to difficult to replace, buy the cable and housing replace both.

i can,t see why all these should need to be replaced,you need to get a more detailed report of what exactly they want to replace and for what reason in my experience dealerships dealing with roof faults will replace parts one by one untill the problem is fixed and surely the dealer should cover the cost of the repair if the roof faulted after only 3 weeks
