This isnt really a solution, but a problem of my own. i have a 95 420a
eclipse. and ive replaced all sensors, the ecu 3 times now, and had the motor rebuilt. a shop couldnt even figure this problem out. cylinders 2&3 are not firing, when i switch the wires from the ecu 2&3 fire, then 1&4 does not.
ive replaced the brown wire as well. what sends the signal to pin out 41?
First the cam sensor shouldn't be upside down from the 95. they both should be with the plug facing down. they 95 CAS has a different plug than the 99 CAS.
the 95 has round pins and the 99 has flat pins.

besides that it could be the ecu. i also have heard of the locating pin on the intake cam shearing off, allowing the gear to turn with the timing belt without the actual camshaft spinning.
We tried the cam sensor in both orientations with the outside two wires swapped in both orientations and the only way we could get the ASD relay to operate was if the sensor was turned connector up and wired as it was on the 95. We know we are looking at the ASD as it is the relay that supplies the 12V to the center pin of the coil connector when it is working properly. For some reason the pictures you supplied only show two or three relays, our car has 4 up there the second one on the left when viewed from the front is the ASD on our car. It is a 95 Eclipse GS based on all records, the first owner is a teacher in town the second is a friend of ours and we only know the third owner because we got the car from him. It has never been wrecked or had any mods done to it, it just had the last owner fail to change the oil. So why our car doesn't match your images I can't answer, but I do know what relay is the ASD in our case and did try to get it to operate properly with multiple configurations and again the only way it worked was by turning the cam sensor connector up and keeping the factory wiring. The thing that no one has been able to answer is what we should see for voltage on the coil connector pins. I suspect our PCM is bad but would like to confirm what I should see to the coil from the PCM before we spend another $240 or so on this project.
if your using the 99 sensors and coil and changed out the cam, crank and coil plugs, here are the pinouts for a 95 incase you need to verify they are wired correctly.

The cam sensor needs to be installed plug down on all years. If its not you'll be 180 out of phase.
Were the cam gears removed/reinstalled for any reason before the engine was installed? Cause the target magnet on the cam can only be installed 1 way. So the only way it would read correctly upside down would be: you would have had to installed the intake cam gear backwards(the 2.4L side out). That would cause the intake cam(magnet) to be 180 out when the timing marks are lined up.

We took the valve cover off and watched the cams and valves as we turned the crank, the cams are fine. When looking from the front our car has the windshield washer fluid resevior directly behind the battery with the brake fluid next to it then the 4 relays sit behind the strut tower, with nothing to the left of them. Just trying to give the most accurate picture of what we are looking at. Thank you for your help so far.....
I just wanted to provide an update for anyone else who may have a similar problem, we ended up with two faulty crank position sensors, the one that was in the replacement engine and the one that was in the orriginal engine. Even though they both tested good (even had a mechanic confirm) they were somehow faulty. Once we installed the new crank sensor the car started just fine. On a side note the discussion about the cam sensor being installed plug up or plug down, this will likely get an argument but we did determine that the cam sensor can be positioned either way and the car will start and run, pass all diagnostic testing with a analyzer and perform the same. Again I am sure this will get an argument but I can assure everyone that in our car it did work. Last thing I wanted to mention is that there appears to be multiple wiring diagrams for the 95-99 eclipse, after searching alldata we found one that matched our car, I strongly suggest good research for anyone who attemps to do what we did. Thank you to dusty for trying to provide us with help, your efforts helped us prove our PCM was good.
I just wanted to provide an update in case anyone else is haveing the same problems. We found that we had two faulty crank sensors. Surprisingly they both tested like they were good (mechanic confirmed our work for a fee) but when the mechanic put another crank sensor in the car started and ran fine. On a side note I wanted to provide an update on the cam sensor position, there were a few places on the internet that stated you could have the cam sensor positioned plug up and on here it was discussed that this simply will not work. On our car we were able to start, run, analyze and drive the car with the cam sensor plug up or plug down with no change. I know this will get an argument but it did work this way for us, I imagine this is why it is not keyed to fit only one way. I still want to say thanks to dusty for providing us with additional wiring information, we finally proved that our PCM was working just fine. I will add that we did have to get a few more diagrams from alldata to figure out why our car has 4 relays where all the information we had seen showed only two or three relays on the firewall. I would strongly recommend that anyone attempting an engine swap with this car look at the different manuals before deciding on which one to buy, I won't promote one over the other but I know I sure wish we wouldn't have bought the first manual.
