If the blower blows all the time even when the ignition is off I would replace the blower motor control module( could be called the blower motor resister).

Seized blower motor or wire worn through to earth. Remove the cover to the motor and see if you can turn it by hand If it is stuck then replace the unit.
Most common problem would be the blower fan motor, which has"worn out" and has a short in it. Small maybe is the wiring to the motor, has a short from being pinched or worn in some spot. e-bay might have parts to help you. Remember, used parts can fail anytime.

Check on Ebay for Jeep Grand Cherokee Harness Kit. The plug on your harness may be melted like mine was. I bought this kit, followed the instructions in his ad and it worked great. All I had to do was cut off my old plug and solder this one on. Even the wire colors matched so there was no guessing.

Your local auto parts store should have or be able to get the HAYNES Manual for the Expedition. I just bought one at Advanced Auto Parts to deal with a different A/C problem with my 2000 Expedition and it has great wiring diagrams & troubleshooting for the A/C among other problems.
The 2000 Expedition actually has "3" blowers. One front, one in the middle under the center console and one aft on the drivers side of the far rear panel. Sounds like it could be the center blower that's causing your problem. I think that blower is on Fuse 7. (Sorry - My Hayes manual is outside in the truck!)
