you can by pulling the ecm fuse for a minute, beware pulling the wrong fuse may disable other components like the radio

I assume your referring to locking up the cam/crank so that it can be done. There are tools available.If you could give me further detail of your problem I can assist you further. Also here is a guide as well to help you:
