The rack and pinion was not aligned and installed properly that is why the steering wheel is upside-down, and it might not even be secured in the vehicle correctly and the safety of your vehicle is now seriously in question. The rack and pinion should be inspected by someone who really knows what they are doing to be sure that it is properly mounted and tightened down in the vehicle, and if the tie rod ends were not properly measured out and the lengths matched with that of the old unit then the vehicle will need to have the front end aligned to stabilize the vehicle.

Sorry, but your rating does not warrant any further coversation, but no the rack and pinion does not have to be removed.
There would be three reasons for the power steering belt to jump off when it gets wet, 1. the belt tension is too loose and if the vehicle is equipped with an automatic belt tensioner for that belt then it would be the suspect. 2. the idler pulley is damaged or has a bad bearing, or 3. the pulley on the power steering pump is sliding off of the shaft and the pulley is no longer properly aligned with the crankshaft pulley and the idler pulley. (they have a pressed on fit and there is a tool that you can rent to press it back onto the power steering pump shaft if it has started to work its way off)
I have also seen a faulty waterpump pulley cause belts to jump off because of the angle of the waterpump pulley when the waterpump wears out, but that would not only happen when it rained or got wet, and that should not be the problem with your vehicle.
The vehicle should have been parked with the steering wheel in the right position before the work was even started, and the new power steering rack was supposed to be "centered" before it was installed in the vehicle and coupled to the steering shaft. Usually a 15 mm wrench is used to turn the input shaft on the new rack and pinion until it stops, and then turn the input shaft back in the other direction until it stops and then count how many turns from stop to stop, and then place the input shaft in the middle or "center" of the turns, for example the input shaft turns six complete turns from stop to stop, then you woul turn the input shaft back three turns from one of the stops, and then the power steering rack would be "centered" and ready to install into the vehicle and couple up to the steering shaft.
The tie rods should have had the threads counted when they were removed from the old steering rack, and then installed on the new steering rack by matching the number of turns on each of the tie rods, and if they were removed without measuring the distance or counting the threads when they were removed, then the only way to properly adjust the tie rods is with an alignment rack, or by parking the vehicle on a flat level spot with the wheels straight, and then finding out what the toe-in and toe-out measurements for your vehicle is and actually mark the center of each tire and turn the adjuster collars on the tie rods until you bring them into the required measurements. That is not recommended however, and it will never be as precise as an actual alignment, and it will cause the vehicle to go through a lot of front tires because they will wear out fast.
I am sorry for the bad news and I usually do not like to answer these questions, but the safety of that vehicle has been severely compromised and I would not want to see you or someone else injured or worse because it.
Also, to re-align the steering wheel dis-connect the steering shaft coupler at the steering rack input shaft and then place the steering wheel in the correct position, then "center" the steering rack as I have described before above, and then re-connect the steering shaft coupler to the steering rack input shaft, and the steering rack might have to be pulled back a little bit to accomplish this task but it should not have to be fully removed, and let me know if you require any further assistance.
