I believe it's under the screw in fuel inlet of the carb.

The fuel filter is in the engine compartment, rear of passenger side.

You may have prime the pump:
remove the gas cap, underhood, loosen a fuel connector, wrap the loosened connector with a shop rag to catch the fuel and crank the starter a few seconds, do not let the engine run. Check the rag for fuel, if gasoline has been delivered: Tighten the connector and fuel tank cap, properly dispose of the rag.

There is a cap on the top of the valve cover you need to remove to add oil.
