My 1999 buick regal makes a noise when I turn the steering wheel either to the left or the right. I hear it most when driving at low speeds. The sound is something of a "whine" My steering wheel is not hard to turn or drive, just makes a noise when I turn. Is this a power steering issue?

check the power steering fluid level first if it's low add. If it still does it have someone turn the wheel from full left to full right and see if it gets louder. If all of this does not change the sound then have your transmission checked out. Both of the pumps "whine" when they need attention.
Hi, it could be a wheel bearing. if you turn left and you hear it it will be your right front bearing and visa-versa. could be the power steering belt that needs replacing, good luck with it.
