Not sure about the bus bar, but our 2002 Tahoe starter just went out. The Tahoe's battery seemed to be dying, so I swapped it out. But then it just died completely on my wife. AAA tried to jump and hit the solenoid and said it was the starter. FYI - solenoid and starter are one unit. Got a starter and all is good. Not battery, not alternator, but starter. Here's a tip if you are doing it yourself - If you can't get the wires off because of clearance to back the starter out, then take the heat shield off of the exhaust manifold (6-8 screws). It gave me just enough clearance to get the wires off and be able to pull the starter out. Oh - and take off the tire and jack up the car carefully block it for safety!
I think you have an intermittent electrical condition somewhere in ignition/start/run circuits.
Some of the 03 Tahoe's have an issue with the Crankshaft position sensor that causes it to stall or not crank at all. Have someone check the Crankshaft position sensor.

Try replacing the wiper module.It is the part on the wiper motor that does all the functions when you push or turn on the wipers.To replace it you remove the cover from the wiper motor and you will see the circuit board.you can just pry it out with a small screw driver.Most dealerships have these in stock.When you replace it make sure and use a silicone sealer on the cover to keep the water out.Good luck.
