Hi! THe grinding noise will surely be inside the transmission. I strongly suggest that you have it look at by your trusted mechanic for theres a big possibility that it's grinding inside. Im pretty sure that metal dusts from the grinding transmission is present so you will need to have the filter replaced too. Thank you for using FixYa!
The grinding happens because the rack that is supposed to lock the shaft doesn't engage and the noise you hear is caused by the teeth of the rack brushing the splines of the shaft. Since the steering lock is also faulty that means that the linkage from the transmission shifter is faulty, out or position and must be readjusted. It's a shop job, you need to get underneath the car for that and in this case it will be dangerous to do it at home.
In that case there might be something else: one of the gears has worn out prematurely and now, when not engaged, it vibrates when turned. The only way to identify it is to dismantle the gearbox completely and that will be very expensive. Add the fact that a worn gear doesn't explain the steering wheel problem, it makes for a very unlikely possibility. Check the linkage first.
There is no control box in the steering - just wires. Since all the controls you are mentioning are on the left control arm then in was disconnected. You must remove the column covers and check the wiring and the connectors.

Another possibility has occurred to me. The grinding sounds exactly like the starter is engaged. It is like when the key stary turned in the ignition mode after the car has started. The curious thing is that the sound stops when the car is put into any gear, except Neutral.
Today I drove the car. The direction signals do not work. The headlights have stopped working, and I still cannot get the key from the ignition. I have a new theory. I think the grinding noise in Park and Neutral is really the starter being engaged. It does not make noise in any gear. I'm thinking there is a electrical control box in the steering column that has failed.
