I think you will find it is called 'Limp Mode'. It is the Engine Control Module finding a fault so serious that is might permanently damage the vehicle. You need to connect it to a Scan Tool and read the codes. The codes tell you the problem and the fix.

If the engine light flashes while driving you could damage the catalyst if it's running poorly.

Fuel pump relay . Or fuel pump could be a bad earth lead You need to narrow this down to 1 fuel or 2 ignition ..

racanpino, doesn't translate using the Google translate tool, but it does sound like Rack and Pinion. a steering system. Not sure if your car has it.

But if the fluid is always low, you're loosing it somewhere, check see if there are any puddles under the car or very oily patches in/under the engine. There's a leak somewhere, pipe, seal, gasket or reservoir.

check the plug wires and and sparkplugs

Have the timing checked if you can get it runing for a few minutes. If not I would have the computers codes checked if possible. It sounds like a timing problem

I took the car to volvo garage in the morning . They found out that there was a cut cable in the engine compartment near the throttle valve.

You will need to have your engine diagnost to find the exact problem. Autozone will do it free and let you know what you need.
