SOURCE: xenon headlight problems
there are 3 things that make the xenon in your car work the bulb, an ignitor, and a control module, you know your bulbs are ok so thats good, now you will want to swap the control modules they are a metal box attached to the headlight assembly its roughly 4"x4" you will remove the hheadlight assemblys to get to the module, there are 4 8mm bolts and then it pulls out, it the light follows the control module then thats what you will need if not you will need an ignigtor, as far as the flickering that is moet likely the module going bad, the company that makes this system is AL (automotive lighting) there is an SIB from BMW about this that says under a warr claim both control modules are to be replaced and the bulb of the faulty headlight, however i cant count the number of times i have done all that and still have to replace the ignigtor, If it is the Ign that is alot harder to swap as you have to dis assembly the entire light assembly

The adjustment screws/nuts should be located either on the top of the headlamp assembly,
behind the headlamp assembly, or near the frame rail by the radiator
support.
You will have vertical adjustment screws for each independent beam
(separate highs and separate lows, but will be same screw if highs and
lows are the same bulb). You may also have additional horizontal
adjustment screws as well
Park
your car on a level ground 30 feet from a wall and measure the height
from the ground to the bulb and mark on a wall (do this for highs beams
and low beams if the bulbs are separate, if highs and lows are the same
bulb, only do it for the lows)
For Low Beams: If the headlights read VOR, then
aim the brightest part or cutoff part just below the mark on the wall.
If it says VOL or nothing, aim them 2 inches below the mark on the wall.
For High Beams (if separate from low beams): Aim the headlight directly at the line you marked on the wall.

Just a thought, behind the front bumper are the securing hardware. Bumper needs to be removed so you can access the fasteners.
