When diesels run out of fuel they fill the lines with air. To get it to start you have to bleed the air out of the system starting at the fuel filter pump and any where else there is a bleed screw. IF you have or can get your hands on a owners manual or a work shop manual for your car then the process and location of bleeders will be explained.

Audi 1.9 TDI and 2.0 TDI engines with pump-nozzle injection system, (year 2005 included), don't have permission to run with Bio fuel !!!
First you must replace fuel filter, interflow a quality Diesel additive (for 60 liters Diesel fuel dosage) fill up tank with Diesel fuel and run at least 300 km on highway at 3000-3500 rpm in 4-th gear.
I recommend you Foerch Diesel Reiniger System additive! I use this additive from 3 years ago and is certified on Audi TDI engines!
If this is a diesel you should not use starter fluid unless the glow plugs and glow plug controller is removed. If this is a diesel you most likely have air in the fuel system.When changing fuel filter on a diesel fill the filter container with clean diesel,screw the top of the fuel filter canister on open the bleed screw and turn the engine over until only clear fuel (no air bubbles)is bled from fuel system. Then you may have to turn loose the connector on the innjectors to bleed more air out of the fuel system.
