Yes, it does sound like the starter soleniod. Have someone turn the switch while you tap the starter and solenoid with a hammer.Ssometimes it will make it operate but it still needs replacement. If the starter has not been replaced I would replace it too.

My 1998 jetta has a new starter but it won't start

check to make sure battery in good conditions.the battery voltage should be 12.5.if all is good.problem is in starter solenoid.if it wont replace with the new starter.also bad battery cables.replace battery cables if they havent been changed.a bad transmission range switch.
