Take off the distributor cap. Check the star wheel that is splined to the distributor shaft that the pick-up coil uses. Make sure this wheel is not loose on the distributor shaft. It is right above the pick-up. If it is loose, replace the distributor. This is a common problem. If it needs one, all the part stores stock the distributor.

Yes. First, in the fuse block under the hood check INJ A fuse and INJ B fuse. INJ A fuse is circuit 1039 which feeds the coil. If the fuse is OK, replace the coil electrical connector. I stock 2 of these at my dealership because they are needed quite often.
FYI P1351 is an ignition coil control circuit DTC.

You have three options here.... None of which you will like. Option A: remove the dash and the instrument panel and attempt to replace the entire unit yourself. ( PAIN IN THE **** ).
Option B: Pay service shop to do aformentioned repair ( labor + Part = most likely going to cost a minimum of 200 dollars ranging all the way to 400).
Option C: Live without it. Your going to come off some money with this one. Getting an odometer system replaced can be very very expensive. If your system is Digital you might actually save some money as far as labor is concerned.
